The scope of assistance under the JEA(CS)S will be in the form of capital subsidy at a rate of 15% and 10% of the cost of plant & machinery for projects under category A & B, respectively, of jute diversified products (JDP) for setting up new units / expansion of existing units.

The subsidy will be routed through Bank / FI after the unit has installed the machinery at its declared premises and is found to be working satisfactorily on inspection by DIC / Directorate of Industries / DRDA or any other notified agency.

The subsidy under JEA(CS)S shall not be given to any JDP manufacturing unit for the same project if they have received benefits of subsidy / interest subsidy from any other central sector / centrally sponsored scheme.

The units will not be allowed to dispose of the machinery for five years from the date of receipt of subsidy except with the prior written approval of the NCJD.

The unit acquires and installs in its declared premises the machinery as per submitted project for setting up new units / expansion of existing unit out of loan amount drawn from any scheduled Bank / SFC / IDC, and certifies the operation of the machinery by local DIC / Directorate of Industries / DRDA or any other notified agency. So long as the subsidy is linked with the credit obtained from any scheduled Bank / SFC / IDC for procurement of machinery for the project as defined in various categories, NCJD will depend on the appraisal of the financial institute.

In case of setting up new units / expansion of existing unit out of the fund generated by the promoter from his own sources, prior approval of NCJD has to be obtained before starting the project. NCJD in turn will obtain techno commercial feasibility report of this project from the national level Textile Research Associations (TRAs) / IJIRA / Other expert bodies as decided by the JEA(CS)S Approval Committee. Subsidy will be routed through Banks / Fis after obtaining certificate from the local DIC / Directorate of Industries / DRDA / Any other agency regarding the operation of the machinery.

If the required certificate is not obtained from DIC / DRDA / Directorate of Industries etc. within the time frame NCJD can obtain certificate from ant other agency as decided by the JEA(CS)S Approval Committee.

When the unit acquires and installs machinery for setting up new units / expansion of existing units, out of loan amount drawn from any scheduled Bank / SFC / IDC, the unit will make an application for subsidy as admissible as per the category in the prescribed format (Annexure-I) along with the project proposal for setting up new / expansion of existing unit duly appraised by any scheduled Bank / SFC / IDC, sanctioning and disbursing the loan, Certificate of local DIC for commencement of commercial production and other documents that may be required from time to time by NCJD.

When the unit acquires and installs machinery for setting up new units / expansion of existing unit from its own resources, the unit will

Intimate NCJD in writing about such intention (for such new set up / expansion proposal) along with the project proposal for setting up new units / expansion of existing unit before acquiring and or installing the machinery for the purpose stated above.
 

NCJD will involve any national level TRA or other expert body as may be decided by the JEA(CS)S Approval Committee to appraise the techno commercial feasibility of the project.
 

Make an application for subsidy as admissible under the defined categories in the prescribed format (Annexure-I) along with proof of the installation and / or acquisition of machinery under the aforesaid approved scheme of setting up new units / expansion of existing unit and other documents that may be required by NCJD after the completion of the setting up new unit / expansion of the existing unit.
