Jute Entrepreneurs Assistance Scheme (JEAS)


	The Scheme may be called, the National Centre for Jute Diversification (NCJD), Jute Entrepreneur Assistance (Capital Subsidy) Scheme [JEA(CS)S].

	Peinciple and objective


	Jute Entrepreneur Assistance (Capital Subsidy) Scheme was introduced by the National Jute Development Programme to transfer the benefits of various R & D and test-marketing efforts put in by a number of institutions under the Programme over the last few years to a number of entrepreneurs as feasible in different parts of the country. By providing assistance to a large number of entrepreneurs to promote value added biodegradable jute diversified products under the scheme there has been increasing remunerative price to the jute fibre and yarn of different grades. The scheme has helped in ensuring remunerative price of the jute-growing farmers and promoted the traditional jute industry as well as the new class of entrepreneurs to find new end uses and market for eco-friendly renewable agricultural resource-Jute. Continuation of this Scheme for providing incentives to entrepreneurs will help in furthering of this scheme, the objectives are :

	Sustaining the benefits that have accrued under various programme on jute
	Increasing employment opportunities in rural and urban areas through micro units
	Venturing high risk successful R&D efforts for commercialization
	Setting up units in location where economic parameters are favourable
	To spread the production bases of jute diversified products particularly in non - jute growing areas
	To exploit the opportunities as wood substitute products
	Exploring new application area for jute products
	Encouraging projects on reduction of process cost to give competitive edge to end products
	Setting up units for intermediary jute goods in non-jute growing area to facilitate more units for end product locally


Commencement & Duration


The scheme will come into effect from the date it is notified* by the National Centre for Jute Diversification and shall remain valid during the Xth plan period i.e. upto 31^st March 2007

	Operating Agency


	The National Centre for Jute Diversification (NCJD), an autonomous society under the Ministry of Textiles will operate the JEA(CS)S Scheme. The application should be submitted to the following address

	E ligibility Criteria for assistance under the Jute Entrepreneur Assistance (Capital Subsidy) Scheme


	Assistance under the scheme will be available to any jute related entrepreneur in the Cottage / small scale / medium / large scale / co-operative / public sector / private sector body interested in production of value added diversified jute items by setting up new capacity or adding to the existing capacity with reference to Jute Diversified Products. Units having investment on plant & machinery upto Rs. 5.00 Crores will qualify for assistance under this scheme.

	Jute blended yarn of grist count 4 lbs or below where jute is the predominant fibre as per Multi-Fibre Policy and jute yarn of grist count 10 lbs or below.
	Jute or Jute blended Non-Woven Fabrics
	Jute based composites using Jute Stick / Powder / Granules / Waste / Fabrics / Non-Woven
	Paper grade Jute Pulp using Jute as major raw materials
	Jute based Handmade Paper using jute as major raw materials
	Processing House for Jute or Jute blended yarn / fabric / non-woven
	Sizing Plants
	Down stream products of jute like Furnishing. Upholstery, Made ups, Bags other than traditional sacks, Soft luggage, Travel Accessories, Handicrafts, Utility articles
	Any other jute diversified product made of new / innovative technology as approved by the JEA(CS)S Approval Committee of NCJD / Govt. of India.
