Micro Finance Scheme (For NGOs)

National Centre for Jute Diversification, Ministry of Textiles, Govt. of India has been working with the challenged strata of society specially women under various schemes in the field of jute diversification, with the purpose of raising their economic status by providing them various income generating opportunities, strengthening the infrastructure needed for capacity building and also keeping in mind the delicate issue of ecological balance which has become a major concern today.

As a corollary to the various efforts made in this direction by NCJD and for the continuation of  the same endeavor a new scheme has been unfolded by National Centre for Jute Diversification in the form of  Micro-Finance Scheme for  NGOs.

Objective of  the Scheme

 

NGOs working at the grass root level with economically challenged strata including women will be involved in an economic activity related to jute for better income opportunities

 

Raising their income level and elevating them above the poverty line with focused economic intervention in the form of initial financial support.

 

The support will not only be to start the activity but with the purpose to make them self-reliant by providing them backward and forward linkages for sustenance.

Scheme

Under this scheme (MFS), financial support to NGOs for setting up of Training cum Production Centre on Jute Diversified Products will be provided in terms of matching grant to the extent of Rs. 2.00 lacs (max).

Eligibility

To make the selection procedure transparent and result oriented following guidelines will be followed:

 

The NGO must be registered under Societies Registration Act

 

Should have worked for a minimum period of 3 years and should be supported with 3 years' annual and audit reports

 

Memorandum of Association of the NGO has to permit undertaking such projects as proposed

 

Resolution of the NGO's Governing Body adopted on counterpart contribution and accepting grant

 

Should have background of implementing income generation projects and experience in the field of handicrafts/handloom

 

Majority of beneficiaries should be women

 

Should have infrastructure for training in income generation activities

 

Should have efficient management and working team

 

Should have co-ordination with local administration

 

Should be recommended by the State/Govt./District Administration / DIC

 

Preference for those having marketing experience

 

Should operate in a geographical area covering at least Taluka / District

Identification

Propagation of the Scheme will be done through the Media and Awareness Workshops organised at regular basis in different places. Such Workshops will be organised involving the respective State Govt. Bodies, DIC / DRDAs, Local Authorities, NGOs and other agencies involved in socio-economic activities in that particular region to highlight the scope for jute related income generation activities along with the display of various jute diversified products so as to provide them with visual perception of the products.

Selection & Screening

Once the NGOs are identified, after scrutinizing all the relevant documents and financial assessment of the viability of the project alongwith the recommendation from the respective State Govt./DIC/DRDA etc. the proposal is placed before the Sub-Committee for NGOs (MFS) for deciding upon the NGO proposals. On acceptance of the proposal by the Committee, necessary formalities for execution of the Memorandum of Understanding between the NGO and NCJD will be performed.

Three broad categories of projects have been identified for implementation of the Training cum Production Centre, namely

  2. Bag Making and
  3. Handicrafts
